GANGS  AND SWEATSHOPS

RIPLEY(2006) TIME/ 5/22/ 54-61

Whatever happened to the gangs of New Orleans when Katrina hit? Homicides went down almost completely. Many gang members headed for new cities. New Orleans is one of the worst murder capitals of the country. Why?

The majority of the city is minority and poor. There is a large group of unemployed males 13 to

30. That is a recipe for gang behavior. Police and the federal government agencies wondered what would happen to gang members if they had a new start in another city. What would they do? They would start new gangs and new homicides was the answer.

New Orleans had the worst mix to encourage crime. The police were lax and corrupt. The  judges were jaded and too lenient. So what happens when one Black man kills another Black man? They get 60 days. So crime skyrocketed. New Orleans does not want crime to go up again. So new police chief, officers and more aggressive judges. If one Black kills another that is not population control, its murder. That means life in prison or capital punishment. It is a big surprise to the criminal class and they don't like it.

If New Orleans is going to get back a sizable population that will pay taxes, they want security. Will they get it? Time will tell.
