Some are units of other departments and others are completely enclosed unto themselves. The U.S. Intelligence agencies appear to be at war with each other and there is a fight over both money and personnel. Getting the entire agencies to cooperate, and to share information appears to be an insurmountable. Bad intelligence got us into Iraq and other problems are also problems. At the time of this writing, John Negroponte is to make it all work and it is exhausting. Many individuals worry about the agencies spying on their phone calls and e-mails. The calls may not threaten the security of the country, but could outrage your boss or a relative. To be safe, when your are talking to another and they make angry comments about the government, apologize to whomever may be listening or taping the other persons statements. Moderates reply that they are living their faith and are threatened by fundamentalist as much non-sectarians are. A Christian moderate will not go to heaven either. This new rise of fundamentalism will not drive 99% to atheism however a number find reading a rejoinder to fundamentalism interesting reading. However, the atheist is only 1% of the country want a new fundamentalism in which atheism is the only choice. Further religion can encourage civility for one does not know how they will be judged in the next life if they treat others badly.
