This new strategy operating and originating since the turn of the century works on tracking hackers, killing viruses, and all the related pathologies that stop businesses and ruin mother boards of individuals all over the world. (We have lost 2 computers to viruses/Trojans.)

Most hackers have day jobs. However, Saturday night to Sunday morning they are out of their legitimacy and into the cyber world. They are selling fraudulent material. They steal identities and charge goods. They hack banks and transfer funds and they try kill computers every where.

The FBI and related organizations are using the same strategies in a parallel universe as they did with organized crime.
