Intrinsa is now the latest drug to be vetted by the FDA. They turned it down. Intrinsa encouraged arousal in women. The politics behind it is that Vioux and other drugs have proven to be dangerous to one's health with short trials. The FDA wants more long term studies.
The other reason is that the FDA is mainly men and they perceive that lack of interest really means lack of desire for mate or early socialization and rough experience with sex. Thus, the dislike is more psychological than physical.

Approximately, 1/3 of women and 10% of men don't like sex. Will a drug help?
Maybe. However, psychotherapy may also be a part of the solution.
