Community colleges began with 1 and 2 year degree and diploma programs. Then came the two plus two program when 2 year colleges partnered with BA schools so that students could take 2 years at community college and the last 2 at the bachelor school. Since then 2 years schools have provided classrooms for those wanting a specialty masters like an MBA. The school provided the environment and a nearby university staffed the faculty. The 2 year schools started offering technical Bachelor degrees in areas that were not interest to the other local colleges and universities or the 2 year school was so remote, the other colleges would not suffer from lack of students. Now come the community college PhD. The community college is generally in very remote rural areas. The doctorates is for the faculty at that school plus other interested parties. The faculty come from a university perhaps a couple hundred miles away. They fly or drive in. It seems to be working.
