CAN THE DEMOCRATS GET TOUGHER?

Ryan suggests ways that the Democrats can get tougher on Bush's social security plan.
She indicates the strategies that can help the Democrats beat back the plan.

However, there are problems. The United States is a very conservative country. Second, when the Democrats had majorities they were illusory. Southern Democrats were essentially Republicans. Third, Bush can be very conservative, but convey a folksy moderate image.
