BUSH TAX REFORM

After a number of historical caveats to previous tax reforms, the author finally states that Bush wants a WAGE TAX.

This means that the majority of Americans is paid salaries and thus will pay the all of the taxes. Who no longer pays taxes? The list includes the very rich that live off dividends from wealth. It could also include those who live exclusively from money garnered from investments. Many smaller businesses could hide the money they pay themselves and not pay taxes. However, the real small Ma&Pa s would have to pay. The accounting is so small that hiding ones money would be hard to do.

The majority of population is salaried or small business. The wage tax would be a regressive tax on the majority of the population.
